BLM Sets Public Meetings for Solar Project Near El Centro

The Bureau of Land Management (BLM) is announcing public meetings in El Centro, Calif. on Wednesday, May 23 for the proposed San Diego Gas and Electric (SDG&E) Ocotillo Sol solar energy project in Imperial County for public review and comment.

The public meetings, from 2 – 4 p.m. and 6 – 8 p.m. at the Imperial County Department of Social Services (“CalWorks”) building at 2895 S. 4th St., El Centro, CA 92243, will have presentations highlighting the draft Environmental Impact Statement (EIS) for the proposed application for a right-of-way on public lands to construct a solar photovoltaic power plant facility on about 115 acres nine miles southwest of El Centro and 82 miles east of San Diego.

If approved by the BLM, the project would be a peak 20-megawatt photovoltaic project with construction planned to begin in late winter 2013. The project would utilize solar panels and would be built in a single phase. It would connect to the existing SDG&E Imperial Valley Substation to its immediate north via a buried 12.47-kilovolt cable.

The draft EIS analyzes the site-specific impacts on air quality, biological resources, cultural resources, fire and fuels, geology and soil resources, greenhouse gases and climate change, hazardous materials handling, lands and realty, noise, paleontological resources, public health and safety, recreation, socioeconomics and environmental justice, special designations, transportation and public access, water resources, and visual resources.

The Environmental Protection Agency published a notice in the April 20th Federal Register that initiated a 90-day public comment period. The BLM today published a more detailed Federal Register Notice for the EIS and possible plan amendment. The public comment period ends July 19, 2012. During the comment period, BLM is soliciting public comment on issues, concerns, potential impacts, alternatives, and mitigation measures that should be considered in writing the final EIS that will be released later this year.
